Starting from the October 2024 Build-To-Order (BTO) exercise, singles will have the opportunity to apply for new two-room flexi flats in Standard, Prime and Plus projects across the island under the newly implemented flat classification framework by HDB. This new system categorises flats into three groups – Prime, Plus, or Standard – based on their location. Previously, singles were only eligible to apply for BTO flats in non-mature estates. However, with the October 2024 BTO exercise, there will be a total of 1,902 two-room flexi units available for singles, which is the highest number of new flats available from the three BTO exercises in 2024. In comparison, February’s BTO exercise only offered 939 two-room flexi BTO flats in non-mature estates, while June’s BTO exercise offered 1,288. The October BTO exercise will feature 10 BTO projects across Ang Mo Kio, Bedok, Bukit Batok, Jurong West, Kallang/Whampoa, Pasir Ris, and Sengkang, offering two-room flexi units for singles. HDB has also announced that up to 65% of the non-senior two-room flexi flats in Standard, Plus, and Prime projects will be reserved for first-timer singles. It is worth noting that the new classification framework will not apply to flats launched before the October BTO exercise. However, when these flats (under the new classification or previously launched under the Prime Location Public Housing (PLH) scheme) enter the secondary market, singles will be able to purchase standard or plus resale flats of any size, except for 3Gen flats. For prime and PLH flats, singles will be allowed to buy two-room flats. Additionally, those purchasing a resale flat to live with their family members can purchase a larger resale prime or PLH flat if they meet the eligibility conditions. Further conditions will be applicable for Plus, Prime, and PLH flats, including a monthly income ceiling of $14,000 for Plus flats and $7,000 for two-room Prime and PLH flats. These flats also require a minimum occupation period of 10 years. More grants and aid are available for singles purchasing their first homes. For households with a monthly income of $4,500 or lower, an Enhanced CPF Housing Grant (EHG) of up to $60,000 is accessible when buying a new flat. Singles looking to purchase a resale flat can also receive additional help from the CPF Housing Grant of up to $40,000 and the Proximity Housing Grant of up to $15,000. From mid-2025 onwards, singles will also have priority access when applying for BTO flats to live near or with their parents.
